An Act to Establish a Qualifying Condition Review Board to Provide Benefits to Certain Service Members

AI Summary

This bill establishes the Qualifying Condition Review Board to provide certain benefits to veterans who received an other than honorable discharge due to their sexual orientation, gender identity, post-traumatic stress disorder, acquired brain injury, or being a victim of military sexual assault. The board will review applications from these veterans and make recommendations to the director of the Maine Bureau of Veterans' Services, who will make the final decision on whether the veteran is eligible for state veterans' benefits. The bill also allows veterans to request reconsideration of the director's decision and appeal it to the Superior Court.
