This bill establishes the Addiction Prevention and Recovery Act of 2023, which increases taxes on alcohol by 50% and allocates the increased revenue to a special fund to be used for alcohol and substance abuse addiction prevention and recovery services and programs. The bill amends the Tax Law to increase the taxes on various types of alcoholic beverages, including beer, wine, and liquor, and requires that half of the revenue generated from these taxes be allocated to the newly created Alcohol and Substance Abuse Addiction Prevention and Recovery Fund. This fund will be used to supplement and not replace existing funding for alcohol and substance abuse addiction prevention and recovery services and programs across the state.
