This bill, titled the "Medical Treatment for Minors Act", aims to regulate the medical treatment of individuals under 18 years old suffering from gender dysphoria. The bill provides language defining gender dysphoria, medical aspects of gender transition, and other related terms. It proposes that it will be unlawful for any healthcare provider to administer gender transition procedures to minors under the age of 18, except under certain specific conditions. These include written certification from two physicians, including a pediatric psychiatrist, that the patient would benefit from such a procedure, signed consent from both parents and the patient themselves, regular care from a pediatric psychiatrist for at least six months before procedure, and continuous care until majority age. The bill also prohibits the use of public funds to support gender transition procedures for minors. The bill allows civil remedies for minors who are injured by these procedures and puts forward professional consequences for physicians who violate this law. Proposed to be effective from October 1, 2023, it also requires the North Carolina Medical Board to adopt temporary rules to implement its provisions.
