This bill defines anti-Semitism for the purposes of investigating and determining whether there has been a violation of state law or policy prohibiting discriminatory acts or practices based on race, ethnicity, national origin, or religious affiliation. It adopts the working definition of anti-Semitism and the "Contemporary Examples of Anti-Semitism" identified by the International Holocaust Remembrance Alliance (IHRA) as a standard for making such determinations in the context of criminal investigations, employment discrimination complaints, equal employment opportunity training, housing discrimination complaints, and civil rights violations. The bill also includes provisions to ensure the act does not diminish or infringe upon rights protected under the U.S. or North Carolina constitutions or conflict with existing discrimination laws.
