This bill authorizes the city known as the town of Amherst to establish a real estate transfer fee of up to 2 percent of the purchase price upon the transfer of real property or a controlling interest in an entity that holds real property in the town. The fee does not apply to certain transfers, such as those to or from government entities, affordable housing, or between family members. The revenue from the fee will be deposited into the town's Affordable Housing Trust Fund, capital stabilization fund, and/or general fund. The town can adopt additional requirements, exemptions, and regulations to implement and enforce the fee.
