This bill, the Sound Insulation Treatment Repair and Replacement Program Act, amends Title 49 of the United States Code to allow additional funds to be provided under the Airport Improvement Program for certain noise mitigation projects. Specifically, it provides a one-time waiver of the requirement that new sound insulation projects must be for properties that previously received federal assistance or federally authorized assistance for sound insulation. This waiver is available if the Secretary of Transportation determines that the additional assistance is justified due to increased aircraft noise or issues with the quality or deterioration of the previously installed sound insulation. The bill also allows airports to conduct periodic surveys to identify properties eligible for repair or replacement of sound insulation under this program.
