This bill directs the State Board of Community Colleges to study and report on options for improving the funding model and accountability measures for community colleges. The study will evaluate the current process of allocating funds based on full-time enrollment (FTE), including potential changes to reduce the number of membership hours needed for one FTE student, increase the base allotment, and revise the tiered weighting model for courses. The study will also examine the impact of the current FTE-based formula on small community colleges and part-time students, as well as the effects of the mandatory performance measures on student success and funding. Additionally, the study will explore the extent to which the tiered course weighting reflects the demand for occupations in the state and different regions, and will make recommendations for other performance metrics to address student learning, success, and skills attainment.
