This bill, the Holocaust Insurance Accountability Act of 2023, aims to restore the legal rights of claimants under Holocaust-era insurance policies. It creates a new federal private cause of action and subject matter jurisdiction to allow beneficiaries of these policies, many of whom are U.S. citizens, to file suits in U.S. courts to recover any proceeds they may be entitled to, despite previous rulings that such claims are preempted by executive branch foreign policy.
