This bill aims to ensure that communities abutting a proposed project under the purview of the Department of Public Utilities (DPU) are notified of the application. Specifically, the bill requires the applicant to notify the host community (where the project will be located) and all abutting cities and towns within 30 days of filing the application. The DPU is also required to send written notice to the host community and abutting communities within 60 days of receiving the application, including details on the public hearing process. Additionally, the applicant must appear at a public hearing convened by the host or abutting community to describe the proposed project, and failure to do so can result in the DPU granting intervenor status to any previously excluded entity.
