This bill establishes a municipal building assistance program and the Massachusetts Municipal Building Authority. The Authority, composed of the state treasurer, the secretary of administration and finance, a representative from the Massachusetts Municipal Association, and four additional members, will manage the program and oversee investments in municipal building assets. The bill creates a dedicated Municipal Building Modernization and Reconstruction Trust Fund, funded by 0.5% of sales tax revenue, to provide financial assistance to municipalities for the construction, repair, and maintenance of municipal facilities. The Authority has the authority to issue bonds and manage the fund to ensure the long-term financial sustainability of the program and the efficient, thoughtful, and accessible development of municipal buildings across the Commonwealth.
