This Joint Resolution officially names the Balmoral Avenue Bridge that crosses over Interstate 294 as the "Donald E. Stephens Memorial Bridge" to honor Donald E. Stephens, who served as the first and longest-serving village president (mayor) of Rosemont, Illinois, from 1956 until his death in 2007. During his leadership, Rosemont grew significantly in population and became a major community in Illinois, developing key landmarks like the Donald E. Stephens Convention and Conference Center, Allstate Arena, and the Rosemont Theatre, and he also established a museum for his extensive Hummel figurine collection. The resolution also directs the Illinois Toll Highway Authority to install appropriate signage to mark the bridge's new name and requests that copies of this resolution be given to Mr. Stephens' family and the Executive Director of the Illinois Toll Highway Authority.
