This bill amends the Siletz Reservation Act to address the hunting, fishing, trapping, and animal gathering activities of the Confederated Tribes of Siletz Indians. The key provisions include: 1. The Siletz Agreement, which defines the hunting, fishing, trapping, and animal gathering rights of the Confederated Tribes of Siletz Indians, shall remain in effect unless replaced, amended, or modified by a successor government-to-government agreement between the Tribes and the State of Oregon. 2. The Siletz Agreement or any successor agreement cannot provide for exclusive or primary Siletz take opportunity outside the 1855 Executive Order Siletz Coast Reservation relative to any other federally recognized Indian Tribe, nor can it provide for new or expanded take of fishery resources in the Columbia River or Willamette River. 3. In any action to rescind, overturn, modify, or provide relief from the Consent Decree, the U.S. District Court for the District of Oregon shall review the application of the parties on the merits without regard to the defense of res judicata or collateral estoppel. 4. The bill clarifies that it does not enlarge, confirm, adjudicate, affect, or modify any treaty or other right of an Indian Tribe.
