This bill allows the town of Sandwich to enter into a long-term contract (up to 99 years) with the private operator of the wastewater treatment and disposal facilities located at Joint Base Cape Cod, without needing to go through public bidding requirements. The town can also acquire an easement or other interest in the land and facilities to secure access and a property interest. The town can use funding under Chapter 29C of the General Laws and incur debt for up to 30 years to make capital contributions for improvements to the facilities. Additionally, the town can enter into inter-municipal or joint powers agreements with other nearby towns for wastewater treatment and disposal services at the facility.
