This bill amends Title 29 of the Delaware Code to establish a rebate program for the purchase and lease of new and used electric vehicles (EVs) by Delaware residents, including active-duty military members stationed in the state. The program will provide rebates of up to $2,500 for all-electric vehicles and up to $1,000 for plug-in hybrid vehicles, subject to certain eligibility criteria such as a price cap of $50,000 on the manufacturer's suggested retail price (MSRP). The Delaware Department of Natural Resources and Environmental Control will administer the program and may utilize third-party providers to do so. The program will be funded through allocations from the state's existing budget, and rebates will be issued on a first-come, first-served basis as funds are available. The bill also includes a provision to repeal the rebate program if the Department determines that the median cost of EVs is comparable to that of similar internal combustion engine vehicles or if the available funds are exhausted within the following year.
