AI Summary
This bill amends New York's antitrust laws to:
1) Prohibit monopolization, monopsonization, and abuse of dominant market positions, including by establishing presumptions of illegality for certain anticompetitive vertical restraints engaged in by dominant firms. It also empowers the Attorney General to issue rules and guidance to further these purposes.
2) Clarify that individuals and entities harmed directly or indirectly by antitrust violations can bring lawsuits, and allow for class actions to recover damages.
3) Require certain merging companies to provide notice and documentation to the Attorney General.
4) Increase penalties for criminal antitrust violations and expand the Attorney General's civil enforcement authority.
5) Declare "unfair methods of competition" unlawful and empower the Attorney General to define such conduct through rulemaking.
The bill aims to update and strengthen New York's antitrust laws to address concerns over growing corporate power and its harms to workers, consumers, and small businesses.
