This bill amends the General Municipal Law and the Public Authorities Law to make housing, including affordable, workforce, and senior housing, a policy of the state of New York. It expands the purposes and powers of industrial development agencies and public authorities to include the development of affordable housing projects and directs them to consider the contribution of proposed projects to regional housing goals in their decision-making. The bill also requires these agencies to establish uniform tax exemption policies that consider the extent to which a project will bring additional affordable housing units to the market.
