This bill requires the Director of the Division of Consumer Affairs in the Department of Law and Public Safety to develop a disclosure statement for prospective purchasers of electric vehicles powered by lithium-ion batteries. The statement must indicate that lithium mineral extraction has a substantial impact on ecosystems, that known reserves of lithium are increasingly scarce, and identify the source of the lithium in the vehicle battery being sold. Businesses in New Jersey that sell lithium-ion powered vehicles must present the disclosure statement to each purchaser and require them to sign an affirmation of receipt. Businesses that violate this requirement will be subject to civil penalties.
