This bill establishes a school speed zone camera demonstration program in the city of Albany, New York. The program would allow the city to install and operate photo speed violation monitoring systems in up to 20 school speed zones at a time. The owner of a vehicle that is clocked traveling more than 10 miles per hour over the posted speed limit in a school speed zone during school hours or student activities would be liable for a civil penalty of up to $50, unless the operator of the vehicle has already been convicted of the underlying speeding violation. The bill also sets forth requirements for the photo speed violation monitoring systems, including self-testing and annual calibration. The program would expire on December 31, 2028.
