This bill enacts the "Tenants Organizing Act," which amends the Real Property Law to allow tenants' groups, committees, or organizations to engage in various activities, such as initiating contact with tenants, distributing literature, and convening meetings without a landlord present. The bill defines a "tenants' organization" as a bona fide organization of tenants representing occupied rental units in a rental property with five or more units. It also grants tenants' organizations the right to invite outside guests, including elected officials, service providers, and housing lawyers, to their meetings without being required to pay a fee. The bill prohibits landlords from interfering with tenants' right to form, join, or participate in such organizations, and requires landlords and tenants' organizations to confer with each other in good faith on housing-related issues.
