This bill, the Veterans Health Care Freedom Act, directs the Secretary of Veterans Affairs to carry out a pilot program to improve the ability of eligible veterans to access hospital care, medical services, and extended care services through the "covered care system" (which includes VA medical facilities, community providers under the Veterans Community Care Program, and providers with Veterans Care Agreements). The key provisions of the bill allow eligible veterans to choose their health care providers, remove certain requirements to access community care, and establish a coordination of care system with a primary care provider. After a three-year pilot, the bill makes these changes permanent, allowing veterans to choose their providers under the Veterans Community Care Program and Veterans Care Agreements, and requiring the VA to furnish care at any VA medical facility regardless of the veteran's service network.
