AN ACT to amend the public service law, in relation to enacting the "state and local clean energy partnership"
AI Summary
This bill enacts the "state and local clean energy partnership", directing the Public Service Commission to establish a standard New York State community choice aggregation (CCA) program for all utility service territories. CCA programs allow municipalities to aggregate their residents and businesses to collectively purchase electricity, gas, and community distributed generation (CDG) credits. The bill authorizes CCA programs to offer opt-out CDG, prioritizing access for low-income customers and those in disadvantaged communities, and provides other guidance to streamline CCA implementation and promote the goals of the state's Climate Leadership and Community Protection Act.
