This bill amends Title 18 of the Pennsylvania Consolidated Statutes to limit the purchase of handguns to one per 30-day period, with exceptions for licensed firearm dealers, collectors, and certain law enforcement and security entities. The bill also establishes the Violence Prevention Account, a non-lapsing, restricted receipt account within the General Fund, to be used by the Pennsylvania Commission on Crime and Delinquency for violence prevention initiatives, including youth education, activities to prevent violence, and grants to law enforcement agencies for equipment and training. The bill sets penalties for violations and requires sellers to notify prospective purchasers of the limit and applicable penalties, as well as conduct a handgun purchase history check with the Pennsylvania State Police to monitor compliance.
