This bill amends the Public Health Law to update the rates for residential health care facilities. It requires the non-capital component of the rates to be periodically updated, at least every five years, to reflect changes in operating costs. The bill also requires the Department of Health to establish a technical assistance workgroup with external experts to consult on the rate-setting methodology updates. Additionally, the bill provides for a minimum four-year transition period for facilities to adjust to the new rate-setting methodology and allows for regulations to facilitate quality improvements in residential health care facilities.
