This bill amends Title 68 (Real and Personal Property) of the Pennsylvania Consolidated Statutes to prohibit condominium, cooperative, and planned community associations from imposing unreasonable restrictions that prevent residents from using outdoor clotheslines or drying racks for solar access to dry clothes. The bill allows associations to adopt reasonable rules and regulations regarding the time, place, and manner of outdoor clothes drying, and to prohibit drying if it poses a safety or fire hazard, impedes evacuation, or obstructs the view or access to other units. The bill specifically states that it does not supersede the associations' authority to adopt and enforce other bylaws, rules, or regulations unrelated to outdoor solar access for clothes drying.
