This bill establishes the Mental Health Educational Opportunity Program and the Mental Health Higher Educational Opportunity Program to provide additional educational opportunities for students at certain universities and colleges in New York state to enroll in academic programs that lead to a degree or degrees required for licensure in any of the mental health professions. The programs will offer screening, testing, counseling, tutoring, and assistance to eligible residents of the state who have potential for successful completion of a post-secondary program in a mental health profession and are economically and educationally disadvantaged. The programs will be funded by state appropriations and regulated by the Commissioner of Education in consultation with the State University of New York, the City University of New York, and non-public colleges and universities.
