This bill directs the Oklahoma Department of Commerce to utilize portions of funds appropriated in Enrolled House Bill No. 1004 of the 1st Extraordinary Session of the 59th Oklahoma Legislature for specific purposes, with a total of $11,148,650 appropriated for the fiscal years ending June 30, 2024, and June 30, 2025. * $148,650 from the Oklahoma Department of Commerce appropriation to support the International Protocol Office. * $300,000 from the Oklahoma Department of Commerce appropriation for geographic information systems (GIS), mapping, and other technology needs. * $200,000 from the Oklahoma Department of Commerce appropriation to attract and support agriculture industry companies. * $150,000 from the Oklahoma Department of Commerce appropriation to establish additional Small Business Development Centers. * $200,000 from the Oklahoma Department of Commerce appropriation to support Oklahoma Community Expansion of Nutrition Assistance. * $400,000 from the Oklahoma Department of Commerce appropriation to Seminole State College's Rural Business and Resources Center. * $10,000,000 from the Oklahoma Department of Commerce appropriation to establish and support Murray State College's Gunsmithing Technology degree program. * $250,000 from the Oklahoma Department of Commerce appropriation to Northeastern Oklahoma A&M Agriculture Rodeo program. Funds appropriated by this act, excluding those for capital outlay, can be budgeted for either FY-24 or FY-25. Funds budgeted for FY-24 must be encumbered by June 30, 2024, and expended by November 15, 2024, with any remaining funds lapsing. Funds budgeted for FY-25 must be encumbered by June 30, 2025, with any remaining funds lapsing after November 15, 2025. Funds budgeted in FY-24 and not required for that fiscal year can be re-budgeted for FY-25 after approval from the Office of Management and Enterprise Services.
