This bill, the Fighter Force Preservation and Recapitalization Act of 2023, aims to support and strengthen the fighter aircraft capabilities of the Air Force. It has two key provisions: 1. It requires the Air National Guard to maintain a minimum of 25 fighter aircraft squadrons, each with at least 18 primary aircraft authorized. The Secretary of Defense can waive this requirement only if complying with it is not feasible due to extraordinary circumstances. 2. It directs the Secretary of the Air Force, in consultation with the Director of the Air National Guard, to develop a plan for replacing and modernizing the Air National Guard's fighter squadrons at a rate that ensures their full, one-for-one recapitalization by the end of fiscal year 2034, as well as the fielding of the Next Generation Air Dominance family of systems in the Air National Guard. The plan must be submitted to the congressional defense committees within 120 days of the bill's enactment.
