This bill, known as the "Feathered Lives Also Count Act," directs the Commissioner of General Services to incorporate features, practices, and strategies to reduce bird fatality resulting from collisions with state-owned buildings and, where practicable, state-leased buildings. The bill requires the Commissioner to develop a design guide that includes features, methods, strategies, and best practices for reducing bird fatalities, and to disseminate the guide to all state agencies with independent leasing authority. The Commissioner must also update the design guide every five years and certify annually that the guide is being used for the relevant buildings. The bill excludes buildings or sites listed or eligible for listing on the National Register of Historic Places.
