This bill amends the New York Highway Law to require the inclusion of complete street design features in state, county, and local transportation projects undertaken by the Department of Transportation (DOT) or which receive both federal and state funding and are subject to DOT oversight. Complete street design features are roadway elements that accommodate and facilitate convenient access and mobility for all users, including pedestrians, bicyclists, and public transportation users. The bill requires DOT to create a scoring template to prioritize projects based on pedestrian, cyclist, and public transportation demand and safety. The bill also provides several exceptions where the complete street design requirements may not apply, such as for pavement preservation, bridge maintenance, and other minor road improvement projects.
