This bill: - Adjusts the bid threshold amounts for certain public research universities, such as Rowan University, Montclair State University, and Rutgers University, for contracts where workers are paid in accordance with the New Jersey Prevailing Wage Act (contracts over $30,700 or $100,000 depending on prevailing wage coverage) and where the workers are not paid in accordance with the Prevailing Wage Act (contracts over $100,000). The Governor is required to adjust these thresholds every two years based on changes in the consumer price index. - Permits certain contracts for school districts, municipalities, and counties to be awarded by a qualified purchasing agent without public bidding, up to $25,000 or the amount adjusted by the Governor every five years based on changes in the consumer price index.
