This bill aims to exert American nuclear leadership by establishing global relationships and facilitating civil nuclear trade strategies with embarking nuclear nations. It does this through several key provisions: 1. Establishing a White House focal point, the "Office of the Assistant to the President and Director for International Nuclear Energy Policy," to coordinate international civil nuclear cooperation and civil nuclear export strategy. 2. Creating a "Nuclear Exports Working Group" to develop a 10-year civil nuclear trade strategy with biennial export targets for light water and non-light water reactors, associated equipment and technologies, materials, and nuclear fuel. 3. Launching an initiative to modernize civil nuclear outreach to embarking civil nuclear nations, including by assisting with nuclear safety, security, and safeguards training, and coordinating public-private financing relationships to support civil nuclear technology adoption. 4. Authorizing the development of financing relationships with ally or partner nations to assist in the adoption of U.S. or ally/partner-exported civil nuclear technologies by embarking civil nuclear nations. 5. Directing the Secretary of State to conduct meetings with at least 5 ally or partner nations to enhance nuclear energy cooperation, including on the demonstration and deployment of advanced nuclear reactors. 6. Amending the Energy Policy Act of 2005 to support the safe, secure, and peaceful use of civil nuclear technology in countries developing nuclear energy programs, with a focus on those increasing cooperation with Russia or China.
