This bill establishes an international initiative to provide financial assistance and technical support to "embarking civil nuclear nations" - countries that are developing or expanding their civil nuclear energy programs, but do not currently have an established program. The key provisions include: - Allowing the Secretary of State to award grants of up to $5.5 million to these nations for activities related to developing civil nuclear energy programs and building technical capacity. No more than one grant per nation per fiscal year, and no more than five grants total per nation. - Allowing the Secretary of State to provide financial assistance to these nations to hire U.S. nuclear energy companies as senior advisors to help with various aspects of establishing a civil nuclear program, such as financing, licensing, stakeholder engagement, and nuclear waste management. - Requiring the Offices of the Inspectors General for the State and Energy Departments to coordinate oversight to prevent fraud, waste, and abuse in the activities authorized under this bill. The bill excludes certain countries such as China, Russia, Iran, and North Korea from being eligible for this assistance.
