This bill prohibits and imposes a criminal penalty on the distribution of certain intentionally deceptive audio or visual media, such as doctored videos or audio recordings, within 90 days of an election. The bill defines "deceptive audio or visual media" as content that appears to authentically depict someone's speech or conduct, but was substantially dependent on technical means rather than the person's actual ability to impersonate. The bill provides an exception if the media includes a clear disclosure stating that it has been manipulated. The bill also allows registered voters and candidates whose likenesses appear in the deceptive media to seek injunctive relief or damages, respectively.
