This bill directs the New York State Comptroller, in conjunction with the Division of Budget and New York City Comptroller, to conduct a feasibility study and prepare a report on implementing a universal basic income (UBI) program in New York State. The study will analyze the potential economic impacts and costs of a UBI program that provides individuals or households with an annual income of less than $80,000 per year with $7,200 for individuals and $14,400 for couples. The study will also evaluate potential funding sources for such a program. The Comptroller is required to issue the report of the findings within one year of the bill's effective date.
