This bill amends the Mental Hygiene Law to require the Commissioner of Mental Health, in conjunction with the Commissioner of the Office of Addiction Services and Supports, the Director of the Department of Veterans' Services, and the Commissioner of Agriculture and Markets, to develop a public education anti-stigma program targeting the general public and underserved populations, including Black, Latina/Latino, LGBTQ+, Asian, service members, veterans, and individuals in rural communities. The goal of the program is to reduce stigma and misinformation about mental health and substance use disorders, improve understanding of symptoms and effective treatments, and provide information on available resources and how to access them. The program may utilize public forums, social media, and mass media, and its development must involve consultation with local community stakeholders, consumer advocates, and organizations to ensure cultural and linguistic appropriateness.
