This bill amends the Vehicle and Traffic Law to provide for the suspension and revocation of certain learner's permits, as well as the return of numbered plates and registration suspensions, in certain circumstances. Specifically, it allows for the suspension of a learner's permit for 60 days upon a conviction or finding of violations related to operating a vehicle without a supervising driver, carrying hazardous materials, having more than one passenger under 21 who is not a family member, or having a passenger in the front seat other than the supervising driver. Additionally, the bill requires an operator with a learner's permit or Class DJ/MJ license who is involved in an accident resulting in death or injury to surrender the vehicle's number plates and have their registration immediately suspended, with the opportunity for a hearing within 14 days to determine if the plates should be returned and/or the registration reinstated.
