This bill amends the New York City Charter to require public notice and comment for any contract for goods, services, or construction to be awarded by other than competitive sealed bidding or competitive sealed bids from prequalified vendors in excess of a threshold established by the Procurement Policy Board. The bill provides that the notice must be published in the City Record, and the public must be given at least 7 days to submit comments online. The bill also requires the Mayor's Office of Contract Services to submit an annual report on the public notice and comment process. The provisions of the bill will expire and be repealed on October 1, 2030.
