Bill Summary

This bill requires the background investigation of an applicant for a firearms purchaser identification card, permit to purchase a handgun, or permit to carry a handgun to take precedence over the investigation of other applicants if there is a restraining order in effect that was obtained by the applicant against a domestic violence offender pursuant to the "Prevention of Domestic Violence Act of 1991" (PVDA). The bill requires the standard application form for an identification card or either type of permit to set forth whether a restraining order obtained by the applicant against a domestic violence offender pursuant to the PVDA is in effect, in order to alert law enforcement that the application should take precedence. The sponsor's intent is to accelerate the process of victims of domestic violence obtaining identification cards or permits in order to allow them to protect themselves.
