This bill requires electric public utilities to submit new tariffs for commercial customers for BPU (Board of Public Utilities) approval, and regulates non-volumetric electricity fees charged to operators of direct current (DC) fast charging electric vehicle chargers. Specifically, the bill requires utilities to develop alternative rate structures that do not use traditional demand charges, establish cost parity between commercial and residential electric vehicle tariffs, and remain neutral with respect to charging technology. The bill also prohibits utilities from assessing demand charges on DC fast charging facilities unless the BPU has approved the utility's new tariff application, which must include alternatives to demand charges and promote investment in electric vehicle charging infrastructure.
