This bill, the Protect Children Through Safe Gun Ownership Act, amends federal law to: 1) require that a parent or guardian have actual knowledge that a juvenile's possession or use of a handgun will be under the active supervision of an adult who is legally allowed to possess a firearm; 2) establish a new requirement for secure storage of firearms, with a private right of action and civil penalties for violations; 3) prohibit the transfer of firearms to individuals who have been assessed a civil penalty for improper firearm storage; and 4) create a grant program to provide education to parents on the importance of secure gun storage. Additionally, the bill requires the Attorney General to submit annual reports on the implementation of the new provisions.
