This bill, the Helping Evaluate Appropriate Logistical Infrastructure for National Government Response Act of 2023 or the HEALING Response Act of 2023, directs the Comptroller General of the United States to conduct a review examining the efforts of the Secretary of Health and Human Services (HHS) to ensure that the United States is prepared to rapidly produce qualified medical countermeasures (such as vaccines and treatments) in the event of a public health emergency. The review will cover the HHS's efforts, including the transition from the Centers for Innovation and Advanced Drug Manufacturing program to new initiatives like the National Biopharmaceutical Manufacturing Partnership and Industrial Base Expansion Connect, the progress made, and the planning within HHS to assess risks and challenges associated with the advanced development and manufacturing of these countermeasures. The Comptroller General will then submit a report to Congress with the review results and recommendations for ensuring the United States is prepared to rapidly produce qualified countermeasures during a public health emergency.
