Bill Summary

AN ACT relating to state financial administration; providing for the redistribution of certain money authorized for expenditure to certain nonprofit organizations; making an appropriation; and providing other matters properly relating thereto.

AI Summary

This bill requires the Governor to certify the amount of money authorized or reauthorized for expenditure from the COVID-19 Relief Programs budget account that is projected not to be expended for its approved purpose by December 31, 2026. The Office of Finance is then required to transfer that certified money to the COVID-19 Relief Programs budget account and make payments from that account to registered nonprofit organizations, with the percentages of the money allocated to each organization specified in the bill. The bill also sets forth the requirements for nonprofit organizations to register in order to receive these payments, appropriates $250,000 to the Office of the State Treasurer to assist with the registration process, and includes provisions allowing the bill to be voted on before the fiscal note period expires.
