Bill Summary
AN ACT to amend the New York city charter, the education law, the public housing law and the New York city health and hospitals corporation act, in relation to construction and mentoring programs; and providing for the repeal of certain provisions upon the expiration thereof
AI Summary
This bill:
1. Allows New York City agencies to establish mentoring programs for small businesses in the construction trades. These programs would provide mentee businesses with opportunities to compete for and perform certain contracts with the assistance of experienced mentor firms. The mentee businesses would also receive additional support, such as help obtaining bonding, for up to 4 years after successfully completing the mentoring program.
2. Directs the New York City Housing Authority to establish reasonable procedures to enhance the meaningful participation of minority and women-owned enterprises and small businesses in its procurement process, and allows the Authority to use the same measures to support small businesses as are available to the City under the new mentoring program.
3. Authorizes the New York City Health and Hospitals Corporation to use the same measures to enhance mentoring opportunities for small businesses as are available to the City under the new mentoring program.
The key provisions of the bill are set to expire 10 years after the bill takes effect, but this would not affect existing mentoring program contracts or the authority to provide assistance related to those contracts.
