This bill, the Federal Bird Safe Buildings Act of 2023, amends title 40 of the United States Code to direct the Administrator of the General Services Administration (GSA) to incorporate features, practices, and strategies to reduce bird fatalities resulting from collisions with certain public buildings. The bill requires the GSA Administrator to develop a design guide that includes methods and best practices for reducing bird collisions during construction, operation, and maintenance of public buildings. The bill exempts certain historic buildings, the White House, the Supreme Court building, and the United States Capitol from these requirements. The GSA Administrator is also required to report annually to Congress on compliance with the design guide and bird fatality assessments for public buildings.
