This bill amends Title 27 (Environmental Resources) of the Pennsylvania Consolidated Statutes to provide for electronic waste (e-waste) recycling. The key provisions of the bill include: establishing an eco-fee on the sale of new covered electronic devices (CEDs) to fund the collection, transportation, and recycling of CEDs; creating the Advisory Committee on Electronic Waste Recycling and designating a clearinghouse organization to manage the program; setting collection convenience standards and responsibilities for CED manufacturers, retailers, collectors, and recyclers; and imposing penalties for non-compliance. The bill is known as the Electronic Waste Recycling Modernization Act.
