This bill: 1. Requires public transportation systems eligible for state operating assistance to purchase only zero-emission capable hybrid buses or zero-emission buses and related equipment as part of their normal fleet replacement for a four-year period starting January 1, 2025. It defines "zero-emission capable hybrid bus" and "zero-emission bus" for this purpose. 2. Directs the state Department of Transportation to consider the requirements of the bill in its capital funding decisions and to facilitate coordination of purchasing, installation, and sharing services between public transportation systems outside New York City to meet the requirements. 3. Allows certain public transportation authorities and municipalities to purchase electric-powered buses and related equipment through existing contracts with other public entities, without competitive bidding, if it is determined to be in the public interest. This provision includes protections for existing employees and requirements for workforce development planning. 4. Allows other municipalities operating public transportation systems to also purchase electric-powered buses and related equipment through existing contracts, with similar employee protections and workforce planning requirements. The bill is set to expire on December 31, 2028, with some provisions reverting to previous law at that time.
