Bill Summary
AN ACT to amend the village law, in relation to the incorporation of villages
AI Summary
This bill amends the Village Law in relation to the incorporation of villages. The key provisions are:
1. It reduces the minimum population requirement for a territory to be incorporated as a village from 500 to 2,000 regular inhabitants.
2. It requires the petition for incorporation to be signed by at least 20% of the residents qualified to vote for town officers, rather than allowing the petition to be signed by owners of more than 50% of the assessed property value.
3. It adds a new requirement for a fiscal study on the interests of the proposed village's population and the surrounding town's population to be completed and publicly posted for at least 90 days before a village incorporation election can take place.
4. The bill applies to existing village incorporation petitions, which will need to meet the new 2,000 population threshold, and requires the fiscal study for those as well.
