This bill relates to the right of public school employees to engage in religious speech or prayer while on duty. The bill states that a school district or open-enrollment charter school, or any other state governmental entity, cannot infringe on a public school employee's right to engage in religious speech or prayer while on duty, unless the infringement is necessary to further a compelling state interest and is narrowly tailored using the least restrictive means to achieve that compelling interest. The bill takes effect immediately if it receives a two-thirds vote of all members elected to each house of the Texas legislature, or on October 1, 2023, if it does not receive the necessary vote for immediate effect.
