This bill amends Pennsylvania's Vehicle Code to provide a military exception for learner's permits. Specifically, it allows the Pennsylvania Department of Transportation to credit the time period during which a minor who is the family member of an active duty military service member, including a reserve component or National Guard, has held a valid learner's permit issued by another state, as well as the number of hours of practical driving experience the minor has completed in the other state. This exception applies as long as the minor resides in Pennsylvania with the active duty service member and the department has issued a learner's permit to the individual.
