This bill provides for amendments to a tribal-state compact with the Seneca Nation of Indians. It authorizes the governor to amend and continue the existing compact, which must be consistent with the Indian Gaming Regulatory Act. The amended compact must continue to provide assurances that the Nation will: (1) allow reasonable access to the gaming and related facilities for labor union organizers, (2) permit labor union organizers to distribute authorization cards on-site, and (3) recognize labor unions as the exclusive collective bargaining representatives of employees based on a demonstration of majority support. The compact must also continue to ensure an adequate civil recovery system and sufficient liability insurance for visitors and guests.
